What Is The Procedure As Far As Borrowing The Land People Have Their Fourth Of July Fireworks Stands On?

I dont want a fireworks stand I am just curious if the people actually find out who the property owners are, before they put it up? Many times the stands are on vacant land… Im sure they have to get permission and possibly even a permit right?
The reason I’m asking is because my younger brother wants to sell some “Flashing Fireworks” IE:http://cgi.ebay.com/ws/eBayISAPI.dll?Vie…
that he purchased on Ebay. If were to help this little ‘entreprenuer’ by setting up a simple stand on a busy corner, do we have to get permission?
What if we dont actually have a table, and just sell them off our boddies, as we’re walking around?
Thanks, for your help in advance, just remember I’m am self employed and I am just trying to help a little guy make a buck.

  1. You need a lot of open space around a real fire works stand to get a permit. That is why they rent large vacant lots or space in large parking lots. They have to have permission from the owner, which usually involves money, as well as state and county permits to sell fireworks.
Those things from ebay are not fireworks but toys commonly sold by street vendors. You just need a regular street vendor permit to sell those. You just need to apply with the city in question with the location you wish a permit at and what you are selling. There has to be alots space (the city controls the # of vendors per location) and he has to have an item that others are not already selling.
He stands no chance of operating without a license and permit, no only do the police pretty actively enforce street selling laws, the other vendors actively protect their turf from others and would be the first to complain about illegal sales.
